No, it's not possible to make it mandatory on Checkout. For your case it's probably better to use the Payment Element as it gives more flexibility.
Is it possible with creating a checkout session programmatically?

Ideally, Checkout Sessions should always be created programmatically. So this is not an option, unfortunately.

I see you can pass ID of existing customer when creating a checkout session. Can't I just create a customer with filled Tax ID via my website and then create session object and redirect to stripe UI?
Actually custom payment form will give me more control over validation and constraints i think...
That's a potential workaround, but if you create a form on your website to collect the tax ID, you can as well just use Payment Element.
