The Stripe support told me that Stripe are currently blocking all SEPA transaction with the bank 'Unicredit' for some internal rules
I'm not sure if you can use Radar for this, but you can reach out to Stripe Support and double check this :

What you can do however
You an collect the payment methd before creating the payment_intent
and double check the sepa details

Yes you can make a condition mixed from the bank code and the last4
