It seems that even Stripe isn't sure, lol. Because the price object is the same, and the tier appears as 1 to 1000 and 0 to 1000.

If you try in Test mode you'll know for sure what happens

Sometimes some usage record is cpu, or could be dollars, maybe kilometers
