I'm not sure I understand what you mean when you say "what's the cheapest way of doing this"

Is there a payment card or bank in the US that will provide live transaction updates?

This server is focused on helping developers integrate with Stripe APIs. I cannot offer advice on banks reporting transaction statuses.

Sorry ignore cheapest way. Can you recommend a Stripe API for fetching real-time transactions? Or provide insights on integrating this with react native for an iOS app?

If you are interested in data from a Bank Account that has been linked via Financial Connections then that is the best option.
