This question doesn't make any sense to me. payouts_enabled on a Connected Account isn't at all related to the state of a Subscription object. What are you trying to do?

Well we have connect product active in our account. Now our app create connect account and offer subscription to use. But the think is we want to implement if the subscription is in free trial, we don’t want to enable payouts enable to our customer, only if they paid the subscription

You can't control that. What you would do instead is not process any payments for the Conneted Account until your Subscription moves into your desired state. If you only want to block Payouts (rather than all payments), then instead you will want to switch your Connected Accounts to Manual Payouts and explicitly take control of their Payout lifecycle:
