Not possible via the portal today I'm afraid. The upgrades/downgrades are applied instantly and billed as such
same with upgrade and downgrade to per month and per year? Because ussualy per year is cheaper per month because user have to commit to entire year, and if he gets his money back it kinda doesn't make sense.
also what happens to money? User gets it back based on provided credit card?

and what happens to refunds on subscriptions and normal payments? Do they also go to customer balance or are actually returned?
If you're actually initiating a refund on a payment then they're returned to the customer's payment method yes
is there anyway user can get his money back from his customer balance to his back account? Or can he somehow see his balance?
