They're fairly similar, but the client_reference_id has some extra functionality that makes it particularly useful for tracking flow. Features like pricing tables (which are built on top of Checkout Sessions) can pass through a client_reference_id from where it's set client-side down to the session itself (https://stripe.com/docs/payments/checkout/pricing-table#handle-fulfillment-with-the-stripe-api)
