Hey! Taking over for my colleague. According to Google Pay response code, the transaction is not allowed
https://developers.google.com/standard-payments/v1/fops/card/response-codes#:~:text=NOT_ALLOWED-,58,-Transaction not allowed

You can try using another card

or reach out to your bank and double check why the payment didn't proceeded with Google Pay
