You can achieve that using Connect Account

#

The customer pays you (Platform Account) using Separate Charge and transfers. Once the Customer ack the reception of the goods, you send the connect account the transfer

There is the payouts limitations yes

But at the end you can add funds back ot Stripe Account in case you need large period of time

You use topups, if your platform account is no more capable for covering the funds

A user here you mean a Connect Account /seller ?

You send them a transfer and then they'll get a payout depending on their payout strategy (daily/weekly...)
