I want to know if it's possible to do payouts without using stripe connect

You would only be able to payout to your own account if you aren't using Connect

the problem I have with connect is the excessive amount of informations it asks for sellers
I am talking specifically about directors_provided, executives_provided, owners_provided, ownership_declaration
it is not clear to me if it's mandatory to provide all those informations
and what is to porpuse of providing all that

Really you just want to use our hosted onboarding for your Connected Accounts. We'll collect the minimum necessary information so you don't have to worry about that stuff.

also what I want to do is to pay these sellers via IBAN (they will have sepa bank account) once they ship the item sold by them, that's possible right, to process payout only when I want and not let the seller take the payout once he got funds on the balance

If you use platform controls (https://stripe.com/docs/connect/platform-controls-for-standard-accounts) then yes, you can handle this with Standard as well.
For one-off payments you take an amount. You only use a percentage if working with Susbcriptions

If you are going to use transfers then we don't recommend using Standard Accounts. That flow is designed to work with Express or Custom Accounts.
Since in that case you handle everything from your platform so you want your Connected Account user to have limited Dashboard access.
