So our platform account is in India and connected accounts are outside India. The problem here is customers outside India aren't able to connect their stripe account to our platform as the location is restricted to India

Yes, by default the connected account's country is platform's country. Due to India data local storage requirements, we do not support updating country to or from India after account creation.

Therefore you need to specify the country when creating an account
