If you are asking how to take 10% application with destination charge, https://stripe.com/docs/connect/destination-charges#application-fee this is the integration guide that you should follow.

But I'd highly recommend you to consult a lawyer for the local compliance before launching your business in Ghana.

With Connect, you can create charges on your platform account, take fees, and then transfer remaining funds to your connected accounts.

I don't think you need to use Paystack API to integrate Stripe Connect. I'd suggest you to create a connected account for Ghana in test mode, try your integration out, and come back if you have a more specific question.
