Basically if you pass a Customer ID and that Customer has a saved card with the necessary billing details then it will be pre-filled.

Yea I have done this, but it still makes them enter it

it passes billing zip and country which all the customer has

can it ever prefill teh actual card details?

Did you read the above? It requires more than just billing zip and country

A valid billing address, billing name and billing email are required on the payment method for Checkout to prefill the customer’s card details.
