We have our own subscription process and we give access to certain products after user paid.
if user refunds the money after they paid, is there a way I can know this
because we need to cance their service upon they refund the money.
Netherlands banks provide this refund option to the user
once they paid for our service, they can go to their bank account and issue refund
which will return the money back to the user.
do you mean a dispute/chargeback?
what you descrbie sounds like a dispute to me, not a "refund".

yes, and that is what your link to that bank's website is the same thing I believe, they call it a refund to their bank customers

I think you're confused. It's customers who initiate the dispute.
as we say in the docs
Customers can dispute a payment through their bank on a “no questions asked” basis up to eight weeks after their account is debited. Any disputes within this period are automatically honored.
