In one of the article, it has specified that i can click on a link to increase the limit but it is redirecting me to the stripe dashboard

What do you mean by this? Are you not getting a reply? Or are they not willing to increase your limit?
and every time i chat with them, they take 1-1.5 hours with 3-5 mins, 3-5mins etc. and then i get a reply that we are raising a ticket and you will hear back on email.
I see. I'm sorry for your experience, I am sure they will get back to you when they have a solution. I can't help with this kind of issues, unfortunately.

Can you use normal payouts instead for now?
actully i was using normal payout previously, now i have asked end users to add their debit card as external account. and most of them has added debit cards, normal payout is not working for debit cards. now again i have to ask end users to move to bank account
I see. You either have to ask your clients for a backup bank account, or wait for the support to come back to you.
