Hello! Have you contact support (https://support.stripe.com/contact) for this yet? Yes, all the steps you have listed are good steps to take, but support may have additional recommendations depending on your integration
and also most importantly - if this was an issue with a secret key leak, it'll be important that you try and track down had that leak happened
(there's no point rolling your keys, if the leak is still happening and they can just grab the new key)
