I'm afraid this is not possible as the card will be created at one of account first to determine the issuer country, and it can't be set or copied to another account if the issuer country is different from the one created

Our goal is the ensure we reduce international card and multicurrency fees.

If you use USD, then it will be routed to US account and AUD to AU account to avoid multi-currency fees

With regards to international cards, it's not possible to determine the issuer country before creating it on an account. You can't route the payments to different accounts by issuer country
