I didn't see you setting googlePayButton.isEnabled = isReady in your readyCallback function
googlePayLauncher.presentForPaymentIntent(clientSecret) is for googlePayButton.setOnClickListener not readyCallback

The card doesn't matter, as long as you have logged in a Google Account in the device, the Google Pay will be available.
If you don't have cards added to Google Pay, the Google Payment sheet will prompt you to add one.

You might want to try another Google Account? For example create a Google Account in a country where Google Pay is supported.
You can also test it in an Android emulator if you think it's a device related issue.
