Direct Charge means it will look into your Connected Account. The customer would need to belongs to the Connected Account

You can clone Customer from Platform over Connected Account but that's a bit toilsome process. I would recommend just create the Customer on Connected Account instead
but that would mean the card wouldnt be saved across different connect accounts
It appears I have to do the refund method instead of creating a direct charge.
Is that true?

Hi I just caught up on that thread. The refund method my team mate mentioned worked but let's take a step back. What is your Connected Account type? Express/Custom/Standard?

then issuing a recharge back to the merchant after a transaction is complete
Yep no API for convenience calculation as you mentioned, as the fee might be vary based on factors
