How exactly are you creating the certificate?
What type of certificate have you created? It needs to be Apple Pay Payment Processing
I just ran a quick test and I am able to upload .cer certificate just fine.
I'd recommend downloading a fresh CSR from Stripe Apple Pay Settings and generate Apple Pay Payment Processing certificate

yes, I download the stripe provided CSR and then upload it to apple and then apple pay provide me .cer certificate. ?

Correct but you'd want to make sure that it is Apple Pay Payment Processing Type certificate

Can you try deleting old CSR and CER files? And start fresh..
If you can share screenshots of each step then that'd be awesome. I really think that the CSR is getting mixed up somewhere

In this link when select stripe apps or any issue it was only enable email support option nor chat nither call ? do have any idea why?
I'm going to deletes all files and start from the start and will ask you step by step, please help me further ok?

The certificate flow is only for Native Apple Pay on Mobile (iOS)
If you only have a website then no, you don't need to have a certificate for that
For websites, you only need to register your domain which you seem to have already done so
So you don't really need to create a certificate at all
Woocommerce have their own guide to get Apple Pay working

If you're running into issues with that, you'd likely want to talk to them directly.

Do you have a test page I can take a look at?
You'd really just want to talk to woocommerce as this is a third-party integration. We won't know how they utilize our APIs as such. They can take a look and confirm what's going on here.

Yes as long as you're using your test API keys then you should be able to test Apple Pay in test mode
