yes but I could only find ways of creating these "shipping options". The desired behaviour is to instead update the shipping cost on the left hand side depending on the country selected

It's not possible to tie a shipping option to a country in any way, unfortunately.
I will report your use case to the appropriate team, as this sounds like a very legit use case. Could you please share your account ID acct_xxx?

In the meantime, please collect the country information prior to redirecting a customer to checkout and then attach an appropriate shipping rate depending on it.
