You can use either the create or update API and use the settings.treasury.tos_acceptance hash
And same with settings.card_issuing.tos_acceptance
If your account has been approved for using Connect + Treasury then you should be able to see these params in the API Ref: https://stripe.com/docs/api/accounts/create#create_account-settings-treasury-tos_acceptance

Usually Identity document is going to refer to the Person object document (so passport for example). However you really shouldn't use the Dashboard here to determine this. Look at the account.updated Event and look at the requirements hash
That will tell you exactly what is required
