If you intention is for the account to remain as a Connect platform, then yes the app will need to be distributed from a different account

Otherwise we can change the transfer the account to non-Connect status to unblock public distribution

I do want to receive events on connected account though. For example, I have configured my connect backend to listen for events when a payment fails for connected accounts etc.

How do I achieve that?

My question is similar to what apps like this do => https://marketplace.stripe.com/apps/baremetrics

Stripe Apps integrate all the tools you use to run your business

If you're not processing payments via Connect or enabling the movement of funds via Connect then that doesn't apply and you should use the same account

Do you mean once my app gets access from the stripe app manifest & user agrees. I do not need to setup my account as a connect platform to receive events?

In the stripe app manifest, I dont see where I can set up my backend webhook url

Correct. The installation of your app establishes the read/write connection between your account and the installer, in accordance with the permissions outlined in the manifest
