I want to create a preview flow, like a prototype. But still wanted the stripe elements to be there...

so we have a test payment flow, but every time we wanted to test it... it creates a stripe customer on submit (even on test mode). So we just want to disabled it, but still wanted it to exist in the flow

This customer exists only in Test mode too.
But it depends on your integration, it doesn't have to be like this.
