It is up to the issuer for whether they care about the CVC being correct or not.
Or you can use Radar rules to block on incorrect CVC
Also at times the issuer won't check the CVC and it will return a check of unavailable or unchecked. See: https://stripe.com/docs/api/payment_methods/object#payment_method_object-card-checks-cvc_check

Hmm well first I'll note that testing in live mode is actually prohibited by our ToS: https://stripe.com/docs/testing#use-test-cards
