Okay, so it sounds like there is something missing that we're expecting which is blocking the wallets from being displayed. Focusing on Google Pay since you mentioned you're using Chrome, are you using an incognito window for testing?

No, Chrome incognito blocks access to the Chrome profile which blocks access to Google Pay.
The most likely cause based on what I'm hearing is that you don't have a card saved to your Google account. Do you see a saved card when you check in your Google account?
