I believe this also happens with the stripe hosted invoice pages. It seems that Stripe attempts a $0 charge without the 3D secure rules then only attempts 3D secure if the bank requires it from what I can tell.
None of my customers get requested for 3D secure either but everything seems to work perfectly fine in test mode with test cards.

I did but my card is locked.
