Do you mean receipt (https://stripe.com/docs/receipts) or invoice (https://stripe.com/docs/invoicing)? With Stripe Invoice, a Stripe invoice first before sending the invoice for customer for a payment. If the payment is successful on an invoice, the invoice ID should have been created.

No. In Magento when customer enter the card details for payment and after that go for place an order. So first order will be create and after that if Magento get return notification of payment capture then at that time automatically invoice will be generate
