Some customer trying to pay and not able to so Event Orginiser has asked me that do we set up the minium/maxium amount they can pay on our system. Sorry i can't explain more than that as i am new to stripe and only been asked this now

Sorry that's not how this works. You don't really need to setup any minimum/maximum amounts theoretically in order to accept payments. With that said, we'd need a lot more information such as how exactly are you integrating Stripe, what APIs are you using as well as what's the exact issue your customers are facing.

I'm confused as well because we don't normally set up the amount they can or they cannot pay, i thought it was strange

I'd recommend working with our support team about this. You can send the email to support@stripe.com and support should be able to help you get this sorted.

This is the message they sent me: Regarding 3DSv2, this is the amount when your Bank (Stripe) will initiate 3DSv2 authentication. When people will need to approve the transaction from their bank mobile application.
I have tried to make a payment on your event but it didn't trigger this and just got authorized so I assume there is a minimum to trigger this. Could you please reach out to your Stripe account manager or support to ask about this?

Not all issuers require 3DS authentication. Yeah I'd recommend reaching out to our support team either via the email I shared above or via
