Unfortunately it looks like this does not exist at the moment in the Customer Portal.

So I will put in that feature request but can't promise if/when it will be added.

In the meantime, would it be feasible to host your own page for this subscription update functionality?

Otherwise you can detect these updates with customer.subscription.updated so you can detect if the change went too low. You could automatically update the quantity to the minimum but that might be confusing to your customers if it isn't communicated properly

Oh wait never mind, we do support setting this from the Dashboard!

It looks like the API itself can't set these but you can set these restrictions yourself
