it's up to your bank. They decide if a payment needs 3D Secure.

if your bank requires you to use their app to complete 3D Secure than you still need that. That's nothing to do with Stripe — we present the page from the bank, and that page might ask you to enter a code from a SMS, or use an app, or something else. Stripe (and you as the merchant) aren't involved in that.
