as far as I can tell it's because the connected account hasn't onboarded to Klarna yet, they need to go to their dashboard and enable it

are you sure that's the connected account? they(the owner of the account) has to log in and enable it.

on your platform account : https://dashboard.stripe.com/test/settings/payment_methods/connected_accounts you have Klarna turned off by default for connected accounts
make sure to read https://stripe.com/docs/connect/automatic-payment-methods and that section of the dashboard, to understand how automatic payment method configuration works with Connect and how you can configure it
