Can you clarify what you mean exactly here by "provide banking and debit card service for the unbanked"?
Ha, I now see how to respond. I need to provide baning services to some of my clients, like a bank account with attached debit card.
I have clients and customers that are denied when applying for a bank account- I want to provide them with bank account and debit card to them.

@rapid solar can you confirm whether that is the case here or are these just individual end-customers?
They are business customers as well as consumers just like regular people that are denied bank accounts for whatever the reason is- it could be any simple reason.
Does that mean I can only open accounts for businesses only that has an EIN.
Yes, Treasury is limited to business consumers and they do have to go through KYC checks.
KYC checks will not be an issue for businesses.
I am a sales rep, managing over 48 individual offices. I can provide each of them with banking but most already have banking. It is their consumers that need banking.
Is it even possible to provide consumers with a physical debit with routing and account number?
I can't speak for Stripe (I don't work for them), but all of their documentation about Treasury or Issuing explicitly says businesses only. You'd have to work with Stripe Main support if you want them to make an exception. I admire the goal, but it doesn't currently look like Stripe supports the business model.
