Ah its a custom connect account, unfortunately we don't support auto debits for custom yet
Connect supports auto debits for only Standard and Express accounts.

The sentence you've picked is only for New Zealand
If Stripe hasn’t already attempted to debit a connected account’s external account for a negative balance, you can set debit_negative_balances to true to allow Stripe to automatically do so. This functionality works only for banks located in Australia, Canada, Europe (SEPA countries, which includes the UK), New Zealand, and the US.
And we are in Canada
It worked for others account automaticaly

usually we auto-debit on the next business day after the negative payout is created
it looks like auto-debit was enabled on August 8th
Hello, hanzo had to step out and I am catching up. It looks like the auto-debit failed and there is a scheduled retry. Looking in to if manually triggering it in the meantime is the way forward here
Unfortunately I am having trouble finding info on this myself. As far as I can tell you should be fine making a debit manually before the retry but that is a bit out of the scope on what I can advise on.
