Sorry, I mean if I don't want to pay 300$ of fees because someone stole credits cards, I can refund all the payment and then they will be unable to open a dispute right?

Someone made a lot of small payments, so I wanna prevent to pay because people want to be refunded

If you issue a full refund on a charge before a dispute happens, it is no longer possible for the cardholder to dispute it. So you are protected from any future dispute or dispute fee.

Once a cardholder initiates a dispute, it is no longer possible to avoid the fee. However if you win the dispute, Stripe will refund this dispute fee to you.

So yes your approach is good, if you think that's a fraud and you can't win against the real card holder
