That usually just means the bank declined the charge
often it's because the card was lost and renewed since, they should really talk to their bank
Is this a different error than decline and if so how should I plan for this scenario in terms of logging how often this happens in production?
This is a similar message returned when customer enters an invalid card number on Stripe Manual Card Entry I believe.

Thanks for the ID. This is not a decline error, it's a incorrect_number error.
But how would the number be incorrect if it's a physical card.
My colleague has explained it earlier.
