Does McCoy feat affect non-faction friendly models for the speed increase when charging?
The wording changes between the first and second sentence. That is, is the Cavalry and Reposition 5" only for friendly Faction, while all friendly models in McCoy's Control Range gain +2 SPD while charging?

Sure, except that “affected” is a pretty vague term. It only covers ranges in the core rules. We should have a clear wording or - lacking that - clear ruling.
The precise wording would have been “Additionally, friendly Faction models/units beginning their activations within McCoy’s control range gain +2 SPD when they charge.”
See e.g. Darius’s feat, where precise language is used to state both halves of the feat.
Even “affected friendly Faction” would have avoided ambiguity.
