You selected the Legacy beta (2.5), select "none" or "beta - beta"
If that's like that other user's issue the other day, it's Steam itself you'll have to update/reinstall

If it doesn't get you to 3.1.5.2, then it's a Steam issue, uninstall and reinstall Steam hoping it's fixed afterwards
