I can understand what dsx and ds4windows made for. There is also a regular Steam Input, which allows you to use the gamepad in games. Then why are these programs needed?

DSX has support for mods and adaptive triggers settings which other apps don't have. Everyone has different needs so if you don't want to add trigger effects to games then maybe it's not something you want or need

Also you can map back paddles to internal memory of the edge controller

Eventually it will do everything that Ds4 and steam can do in one package, not everyone has there game library on steam

Steam input generally only works on games launched directly through Steam (even non-steam games). But if you use a different launcher to manage your library (Epic Games, EA App, etc.) - you'll need DSX to do the input translation.

Steam Input works best with Steam games, if you want to play anything outside it you'll have to add them as non-Steam games, but that is not reliable as it can't hide the actual physical controller from the game, which can result in double inputs, besides the fact that it has to be launched through Steam when the game might have its own launcher too (Epic, Xbox, etc.), using two launchers just sounds counterintuitive. Also this app offers more DualSense specific customizations, like custom adaptive triggers and haptics, DS Edge back paddle support, etc.

Using Steam Input also cancels out any advanced PlayStation controller support from the games that support those features, like custom lightbar colors depending on the actions, adaptive triggers (only a couple of games have support for them with SI enabled) and haptic feedback when playing through USB

Some games like Helldivers 2 will warn you about that if it is enabled

Any special features get cancelled out because it can only emulate an Xbox controller
