v0.32.0 hard fork is the way. but imo we should push for it to work, rather than introducing more problems (by pushing to rush it)

it's very disappointing that so many participants have been sidelined for so long

@shadow quest - did some more S class submissions. Any chance will get looked at over next day or two

1. testnet rollback has not been tested (what if v0.32.0 fails? we need to be capable of returning to prev version)
2. there's a newer v0.32.0 release candidate, and so shielded set rewards should be tested on this newer version
3. i've raised the concern that testnets will likely not be able to handle an influx of demand, like the faucets will break and the RPCs will fail
