I prefer the hard fork to take place at 3:00 p.m. UTC on Thursday March 14th, otherwise everything looks fine

is there any reason why proposals can't be put up today? as that seems to be the main offsetting factor that determines the rest of the timetable
my only concern here is as usual, that if anything slips in the timetable we're setting ourselves up for starting the network on the weekend again

there are a number of variables to account for, but main reason is that we need to have the to-be-proposed IBC channels selected and supported before the proposal is injected
there are a minimum of 4 epochs needed for voting period, and also voting only begins on an even epoch
bunch of other things, took a while to make this schedule

I have done restart many time at 3 4AM here.. i don't think that is big issue .. but better you ask pre-genesis for that if they comfortable to do that at their timezone
