An abstractly "fair" point difference (which is the goal and should always be the case) does not mean that one is not a strictly better choice than the other. A heavy bolter might be fairly priced against a lascannon, but the list with no lascannons and only heavy bolters has fucked up (mechanically speaking)

Also worth saying--if I didn't miss someone saying it already--is that like balance, "narrative" isn't just an objective quantity that you can only turn up or down. When a lot of people say "fluffy army rules" for example, they mean pushing the army into a specific stereotype that might ultimately limit the sorts of narratives people can tell with them, which I don't find especially appealing for fluffy hobbying or gameplay.

this extends outside of army lists too, the game rules also expose options to players and some options are better than others. in the lore and narratively speaking certain options have strange/unpredictable outcomes. It may be nearly impossible to reconcile rules that adequately reflect this with a game that tries to be "balanced"

The old Dark Mech plans from 1.0 were for you to choose what area of forbidden study the leading magos was obsessed with. Xenotech, warptech, AI, etc and it would unlock weird units and gear for the army. It was a great fit for an army like that being available for both sides of the war

I never fully understood that Argument, even as a word bearer.
Honestly, the Imperium ain't built on a perfect foundation, but we learn what happened to humanity, and why it needs a new MO to not die out to the myriad threats out there. And the traitors are literally serving dark gods that wish to enslave them.

40k is a lot less black and white, with each faction being pretty evil. But 30k and especially the heresy is very clear, Horus is the avatar of space Satans, and the emperor is a misguided god.

That said, given that it seems like you have options to get out of bad challenges, having a faction that switches that off kind of feels a bit ick.
