alright so for the HSS, give them artificer armoury, nuncio voxes, and augery scanners too
for the contemptor dreadnaught, give one dual conversion beamers and the other a gravis melta cannon and a fist with melta inbuilt
assault squad give the sergeant a power fist and artificier armour, maybe even run a third squad
should bring you up closer to 3k

It depends, if you're not running Heroes then that praetor is fine as is
If you are running Heroes, a Delegatus with a power weapon/fist is a cheap HQ who will kill things before dying and triggering Heores
