#Help with 2K List

OK were gonna need more to work with then just 2k: go.
whats the normal list cost?
What do you have? Your budget for new models? 1st party or no? Army type? Theme? Power level? How do you want it to play?
All of that is undecided, there isnt really a budget as im doing this to see what i would need for the list and how much i would need to save
and i have nothing, completly new player
I dont really mind, just want a nice fun list that i can use against opponents
there is a couple of models that i want in the list such as the phoenix terminators
im pretty much dead new to this and learn better by communicating with others so was hoping that someone could explain the process to me
i was hoping on going a bit more of a ranged list and going for the IIIrd company elite rite
idk if that helps?, if it does then nice, if not then maybe some more questions could be nice

Above is just a quick sample list I wrote for you. My idea is to good unit recommendations that can make up a core army

Phoenix termies aren't that amazing at killing other units, but are godly at making it difficult for your opponent to hit you on a charge

i think the sample list is good but i would preferably like to go through the creation of a list so i can understand the choices of units and the wargear on them, helps with understanding. Hope you dont mind!

Yes and no. There is a general meta (contemptors and lascannon hss are amazing for example). However, each group will have their own meta as each group has their own house rules and their own understanding of rules

Oh yeah. Some groups are pretty opinionated about it, but I would ask them if there are any house rules that you need to know. Usually, 1 dread per 1k points and 1 lascannon hss are common house rules
i think its just the base game rules
So for a breakdown:
HQ: In creating a new list/army, I think sticking to 1 preator is a good option. The preator allows you to select a row and is generally great at being a duelist. Since he is a duelists, I would recommend throwing an ap2 weapon (prevents your opponent from using armor saves) or one of our legion specific power Weapons as they are ap3 with murderous strike and ap2 at 6+.
You can go with lucias, who is one of the best none primarch duelists in the game. On the otherhand, you can throw eidolon in, who has a jump pack and a thunder hammer that swings at initiative 6. Both characters are unique preators in terms of their role mechanically.
I would add your Phoenix terminators at a retinue at this point. They are mid at killing other units, but with sonic shreikers (on a charge your opponent is -1 to hit if they aren't fearless) and skills unmatched (look at the keyword, but one of the options is -1 attack +1 ws) they are a great defensive retinue. This can force other ws5 models to hit on 6's on a charge. You can also make one model a standard barrier to make your hq/retinue line (a scoring unit)
Elites: this is 100% based on my local meta
Apothecaries: add 1 to palantines, 2 to tactical marines. Provides a fnp 5+ which is an extra save if you fail your armor saves.
Contemptor: one of the best units in the game. I would take one with power fists (more general purpose and burtal 3) and either melta or lascannons
Palantines: they are duelists with skills unmatched. Really great at killing other power armor units with rapiers and power axes.
Troops:
Tactical marines are really good at shooting their bolters and are line. Tbh kinda the only troop choice you need with a beginning army.
Assault: despoilers with jump packs. They are good at moving fast and assaulting other troops.
Fast attack:
You don't need them, but they are fun.
Javelins: fast speeders that are cheap and can bring lascannons
Skyhunters: jetbikes that can be used to shoot, charge, and harass other units
Heavy support:
Hss/sunkillers: hss and sunkillers can bring heavy weaponry such as multimeltas and lascannons. Lascannons are really good with being ap2, s9, and having sunder. Hss are the generic version while sunkillers are the ec's unique hss. Sunkillers have bs5, but much more expensive.
Vehicles: you don't need one to start, but they are cool models. I would recommend whatever one you like or a land raider to transport your hq/Phoenix terminators
is it possible to do a ranged focussed list
or will there always be some melee aspects

I wouldn't recommend battlescribe, it's full of problems sadly
New recruit is better, but also has its flaws
You can definitely do well with range focused army, but ec tends to be one of the best melee armies in the game

You can make a list with all shooting
Sunkillers are really amazing and Kakophoni are fun
Generally I would probably have at least 1-2 solid melee units

Even with a shooty army. Melee is good at assulting objectives or knocking out your opponents hq options
