Ok so in general if this was some kind of allied detachment where it was just levy i can see it being used as a means to contest objectives with bodies. Discipline masters will be needed to prevent the units just self deleting. As if you break in melee and then are xharged the whole unit deletes. I would bring a more elite main detachment of a legion to capture objectives and take on more elite threats. Then maybe put the levy in reserve and bring them in from the side of thw board as a means of creating a problem your opponent has to deal with. Infantry blobs are good for bogging down your opponents geound forces. Pergaps use endless horde with something like regiments of the dark age to boost leadership. The Discipline masters can then keep the line holding against the immense casualties you will suffer. If you bring a MoS hou may be able to counter the high mobility deepstrikes used to counter builds like these. I cant see you winning but you could atleast make your opponent work for it a bit.

Ok well i mean you do t want too many levies as it would just make life a pain for both you and your opponent when it comes to moving and melee and just all round annoying. As for space marines. Simply giving tacticals and apothecary and using some means to move unto an objective rapidly would easily give your opponent a more complicated challenge to deal with. If he ignores the levy he may die to a thousand cuts. If he focuses too much on them he will miss out on objectives. HH hasnt really been competitive so when i make a list its always about giving a challenge to a player and also yourself. E.g. i play imperial fists. I refuse to use any named characters or unique legion rites of war as i feel it is broken. It provides my opponent with a more fun game and gives me a challenge.
