There are some weird conditions that need to be met i have just kept playing and it randomly seemed to be able to be complete

i had the same issue but to solve it i just swapped between the quests types on the left side and swap back would let me complefe
because it was stuff i already did and it just needed a refresh tho idk if u got a different bug
