That is a pain that's a shame if well
not a shame, do people want portability while giving away stability or vice versa?
I know it's not what you requested, but running elevated commands like "WinGet upgrade --all" would be as 'portable'
Well, if you think so, why don't you ask Wingetui Dev?
Also, the project is in current development. You'll always want to get the latest version by default. Get WingetUI (soon UniGetUI) via WinGet, get it?
So! My recommendation is to have a simple text file in the root of Medicat with things to install. WinGetUI could be on that list. As well as other great projects like f.lux. Community vote!
Why are you trying to make it like a daily driver?
My line of reasoning is that whether you're working on a PC you want to customize or one that needs repairs, WinGetUI can be the gateway. I prefer to leave as few traces as possible when doing repairs. I'm sure we have our choco stans in here and those who are CLI purists. They are very welcome to voice their opinions.
However! I'm not trying to be contradictory; running (nearly) everything as portable / PortableApp is certainly viable. And especially true if you can get your external device write protected (That's why there was a call to arms about the U3 drives)

to be honest, how would winget be there in mini windows 10 when there's no desktop-app-installer or windows-store

I've been using this for some time now, its useful but does have some minor issue now and then, its like ninite but before this I used https://winstall.app/ which could be useful to you.
I'll check that out. tbh, WingetUI, for me, is better suited for installs/customization on a new machine than a maintainer now. I get a fair amount of install fails on my main jalopy (some due to it trying to update that which was installed by other means) So I maintain lists of sw that are WinGet available and start from there. {Downside: many update EXE/MSI first and lag via other methods}

this usually uses winget commands with && operator to run multiple commands at once, afaik how it does

Yes, it would make sense to use this for an installed OS. Some portable apps are fine in both environments.

it does have portable installation, i'm unsure if it works with medicat
atleast it works standalone
As flexible as it is, I would hope Chris Titus would add it to "The Ultimate Windows Utility"
