Actually... its trying to load a dll that would normally be in a full Windows build, and may be not present in mini Win10. https://www.bleepingcomputer.com/news/microsoft/how-to-download-a-windows-10-iso-by-impersonating-other-devices/ is another way.

As the error suggests - the .dll was not found.. and suggests to reinstall the file..

.. if you were to simply copy the .dll , it may work - or may throw the same error due to security signatures on the windows system files, how they are applied within the registry, amongst other things.. it could also be anti-vax software..

SO! here are some things u can try if u havent had luck resolving the error code..

Run CMD as Admin - return this command to windows...
dism /online /cleanup-image /restorehealth

This will check your Windows component store for corruption and automatically fix any problems it finds.

Once that has completed.. and corruption is detected - DISM should repair the store automatically - THEN!
run the System File Checker Tool - as Admin
SFC / SCANNOW

.. Another variable is - that he used a Windows11 Media Creation tool - is this .EXE the MiniWin10 Version of the Tool? A 3rd Party tool - or the Official Microzoloft **Signed **EXECUTABLE..

I was able to Download with Firefox just now..

Let me know if SFC and DISM
a) Execute as intended within miniWinni10
b) If you are able to replicate the mfc42u.dll error ++ using tools supplied witn MinWin10 to correct the fault ..
.. i have a sneaking suspiscion DISM will not work with the /online Switch - as this is basically telling Windows to check against the Currently Booted "online" repository..
