Server doesn't support both mods and plugins (unless you are using some weird unstable software)
mods - put mods (.jar files) here if the server runs on Forge / Fabric / NeoForge.
plugins - put plugins (.jar files) here for Spigot / Paper / Bukkit servers.
datapacks - for datapacks, usually placed in world/datapacks.

my best guess would be you should first use the official launcher to create the profile i guess.

If you are looking to sign in to the launcher, please sign into your Microsoft account that owns a copy of Minecraft or use the standalone version.
