Lets try manually uninstalling and reinstalling the files to see if that helps!

• Uninstall via the control panel -> Note: Since this is not working, you can skip this step
• Go to C://Program Files and make sure "Feather Launcher" is deleted.
• Go to %appdata% -> .minecraft and delete every single folder with "Feather" on it's name.
• Empty your "mods" folder either by deleting it or renaming it to any random name.
• Go to %appdata% and delete .feather
• Make sure that you don't have any Antivirus or VPNs enabled that might interfere with the Feather client.

As for your other question, you're welcome to try to restart your laptop to see if the issue persists, it is fully up to you. I cannot guarantee however restarting your computer will solve the issue
